Louisiana Department of Transportation and Development (LADOTD) – Safety Retainer Contracts
LADOTD Safety Initiatives
Since 2008, Digital Engineering (DE) has supported LADOTD through seven Indefinite Delivery/Indefinite Quantity (IDIQ) safety retainer contracts, delivering feasibility studies, planning, engineering design, and construction phase services for more than 65 safety projects across the state. These projects span LADOTD’s Safe Routes to School, Local Road Safety, and Safe Routes to Public Places programs, all aimed at improving safety and accessibility for Louisiana’s communities

Design & Traffic Solutions
Under these contracts, DE provides a wide range of services, including traffic engineering studies, feasibility reports, site investigations, surveying, and preparation of preliminary and final design plans. Project scopes often involve pedestrian and bicycle enhancements, sidewalk improvements, signage and striping, and roadway safety upgrades.
Collaborative Safety Solutions
Our expertise extends to bicycle/pedestrian planning and design, addressing elements such as ADA-compliant sidewalks, pedestrian crossings, bike lanes, traffic calming, access management, curve safety analysis, and signalization improvements, including pedestrian signal heads. To identify effective countermeasures, DE integrates crash data, traffic counts, speed radar information, and local citation records with detailed field observations. Our expertise extends to bicycle/pedestrian planning and design, addressing elements such as ADA-compliant sidewalks, pedestrian crossings, bike lanes, traffic calming, access management, curve safety analysis, and signalization improvements, including pedestrian signal heads. A hallmark of this program is DE’s close collaboration with Local Public Agencies (LPAs). Acting as an extension of agency staff, DE coordinates projects between LADOTD and local municipalities, ensuring alignment with both LADOTD design standards and community expectations. Balancing the needs of numerous stakeholders while maintaining state compliance underscores DE’s commitment to delivering solutions that enhance safety, accessibility, and community trust.
